Hello!
I have completely reinstalled Sims 3 on my computer with no custom content whatsoever.
I own all expansions thus far. My graphics card drivers are up to date. This is on a fresh install of Windows 8.
When I create a sim, the whites of their eyes match their skin color. IE: If I use a purple skin, the whites turn purple. Orange makes them orange. Here is a picture:

Did you delete the user files completely when you reinstalled ?
What is your graphic card ?

My graphics card is AMD Radeon HD 6870.
I'm not sure what you mean by user files, but Windows 8 took about twelve hours to wipe my computer and reinstall itself.
Did it wipe the enitre hard disc or was the documents folder left alone (is all the data still on your computer or did you have to reinstall those).
You can check if there are old files in the user folder by going to documents\electronicarts\thesims3 and check if there are old savegames or even old file in DCBackup or DCCache (check the date)
I have never seen this issue before and it could be either be bad cc or your graphic card. The card should run the game fine.
Do you have any other strange graphic issues ?
