Celebrities

I had been using population control on my celebrities for a long time, but now I want my Sim to be a celebrity, so I stopped using the control. But when I looked around, all the usual celebrities (i.e. Matthew Hamming, Lola Belle) were just regular Sims. I closed that neighborhood, checked to make sure that celebrities could populate, and opened a new neighborhood. Still no celebrities. Help?
