When we first create a Sim it pops up on the window that we can create a different hairstyle for each look. I dont know if I am misunderstanding it but I tried to change into each of outfits then go ...

I think just down and to the right of the title there's a little padlock icon... if you click it and unlock it, it should make it so you can have a different hair style for each outfit. 🙂
