Constant freezing/lagging in-game

Question

So here's my grand ol' list of problems that are resulting in constant freezing/lagging in my game. Constant here meaning that I can't go 10 seconds without my Sim freezing where he/she is (all ambient motions - plumbob spinning, trees moving, water flowing - continue as normal). The freezing only happens in Live Mode. Buy and Build Modes work like charms.

I'm currently running Windows 8.1 and know for a fact that I have sufficient RAM. This laptop is a gaming laptop and is fairy new to boot.

Graphics card is the NVIDIA GeForce GTX 660M (plus an Intel Mobile Ivybridge one)

Here are the problems:

1. Device Config only finds/recognizes the Intel card despite having being overrided in the NVIDIA control panel (both the launcher.exe and ts3w.exe)

2. My card is listed both the GraphicsCard.srg and the GraphicsRules.srg

3. I've reset all gameplay settings to default

4. I've updated my drivers

5. I've removed all my mods

6. I've removed all my CC

7. I've tried running the game in every available compatibility mode

And still no dice.

Suffice to say I'm at the end of my rope with trying to troubleshoot this game and am near giving up on it.

Any and all help will be much appreciated.

I've also consulted most of the applicable Wikis and tutorials.

So... Help me please!

I've been doing some testing I think the deviceLog file is telling what card your game is actually running on, especially with newer Nvidia card and the Nvidia experience. I don't know how it gets it's info but it's not working well if you have a switchable graphics card.

What world are you playing ?
Is it happening in all your save Games ?

I'm playing in Ilsa Paradiso and yes, the freezing is happening across all of my saved games.And I've also tried switching cards through NVIDIA control panel too, and it hasn't worked.

Are you positive that the game isn't running on the card ? There's a tray icon you can opt in that will show you what software runs with what card.

Islo Paradiso has many issues. If that's the only world that is freezing, it might not be an graphic card issue.
