I have this issue and have tried everything in this guide and it doesn't work. I have the Sims 3 on Steam. After trying these steps unsuccessfully, I deleted all of the Sims 3 files on my computer and uninstalled/reinstalled the game so I had no save file left. I then tried to start a new game but this error showed up again. Please help.

7171289  You've tried a new local admin Windows account?  (It needs to be local.)  If that doesn't or didn't help, what antivirus do you use?
