@creajlw That means the disc itself is probably damaged. It's difficult and sometimes impossible to repair discs, so your best bet is to register your product code in the EA App, if you haven't already, and download Sims 3 from there.

@creajlw When you get a cyclic redundancy check means the optical drive is having trouble reading the disc. This seems to affect certain optical drive manufacturers. This problem occurs when a disc is created at a high write rate the the optical drive can read. It also can (and does) affect certain mass produced pressed discs. Replacing the optical drive usually fixes the issue. When you install with the Sims 3 from disc that installs SecuROM and SafeDisc. SecuROM is a rootkit ( no longer supported by Microsoft and Apple) that limits the number of installs. SafeDisc requires you have the latest released to market disc in the optical drive to play The Sims 3. Some packs require that your game be patched to a certain level. The latest patch is version 1.67 usually referred to the super patcher and can be downloaded here - super patch instructions Once the game is patched to version 1.67 the next time you start the game it should automatically patch to version 1.69. This patch disables (removes?) SecuROM and SafeDisc. PC users now have to use the EA app. If you use the EA app the install will get you version 1.69 using the digital download. So much easier. Even if you have the Steam version you will still need the EA app. Downloading packs through the EA app is so much easier with the EA app. As optical drives are disappearing, digital downloading is the preferred way of distributing software. Once you have your game patched to version 1.69 you will find most of thesims3.com site functions is available in game.

This only happens if the EA App is installed. A disc install will stay at patch 1.67 indefinitely if the App isn't present, since there's nothing around to install the patch, or if the App's attempt to patch is cancelled and automatic updates are disabled.

This is not true and has never been true for Sims 3.
