I know that someone may have already created a thread about this but I know 4 other people that have downloaded The Sims 3 today with no issue yet everytime my download seems to almost finish it restarts at a random %, I thought this may be because of the Humble Bundle so everyone is downloading yet I know no one who is having the same problem, anyone got any advice?

If you are downloading multiple games when completing an installation it can only process one game at a time when writing to the registry.
Restart Origin and Right-Click -> "Resume Download" on one of the games and wait for that to change to "Play" when you hover over the game tile before resuming any of the other downloads.
I would start by running Origin as administrator and disabling UAC(Change User Account Control Settings) as a good start from the help article above.
You can also try this:
- Launch Origin and log in with your account
- Click Origin in the top left (main menu)
- Select Application Settings
- From General tab, scroll down to "Update to the beta version if available" and tick the checkbox
- Restart Origin
This should fix any looping or stuck downloads.
