download of 'Opa's Boomgaard' (NL-version) fails

Downloading of extra location (in NL version called Opa's Boomgaard) fails. Sims3LauncherLogFile.log has entry:

2015/01/05|22:22:51|OFB-SIM3:70461|Store Download Failure. Download manifest server error.||||Build Version: 10.0.96.019017|Platform: PC|Locale: nl_NL|Content URL: http://store.thesims3.com|Web Services URL: http://igs.thesims3.com|

Now the store page says : You already own this item (but then in dutch ;-)

However no download is present on the PC and nothing is installed.

How can this be fixed?
