dwwin.exe Application Error/Unable to to Start Game (Sims 3)

Last week, I had to uninstall and then reinstall all of my Sims 3 EPs, CC, etc. because I had a problem where I was quote on quote, "Unable to Start Game."  It worked the first couple of times until I quit because the time (Sims 3 Clock) froze/got stuck, resulting in poor game quality.  (My Sims were late for work/school, unhappy because it took them several "Sims hours" to do important things like eat (make the food, sit down, eat it, wash the dishes) and sleep (get into the bed), among other problems.)

Now my other big problem is I can't start/play my game AGAIN!  I have updated my game to the latest updates and patches and now I can get as far as choosing a household and waiting for it to load, after a while it exits out and the message "dwwin.exe Application Error" pops up.

I recently purchased two new games and I am really upset because I can't play them.  I really don't want to waste my money and I won't do it again unless these problems are fixed first.  I am upset furious about wasting my time and money.  I downloaded a free CCleaner and I already have an antivirus program!  I am NOT going to purchase a new computer, antivirus system, or uninstall again. 

What do these problems mean?  Can they be resolved?  If so, how?  If not, why?
