frugal sim does not get coupons

my sim is frugal and she will search the paper and laptop for coupons to clip but there is no discount on the coupons once you try to use them.   It messed up after I added an expansion pack but I thought maybe there would be a fix but no update so far.  Anyone notice this happening to them too?  No sense of being frugal if the coupons do not give you a discount.
