@choran929 Please try playing a new save without the Pets expansion. You can simply move the folder for Pets to your desktop, and the pack won't load. Inside either Applications or Users > your username > Applications is a "The Sims 3.app" and a "The Sims 3 Packs" folder. Within that folder, there's a subfolder for each installed pack, labeled by type and release date; Pets is EP05. You can move any of these folders out and back in again to shuffle which packs are active.
You'll need to start a new save for testing because removing an expansion from an existing save can cause additional problems, up to and including making the save unusable. Please test in Sunset Valley, Twinbrook, or Riverview, and let me know how it plays.
I did that and the game didn't freeze. If there something in the Pets folder that is effecting it. The save I was originally playing has a cat in it.

@choran929 It seems to be the presence of pets in the world, not always having a pet in the active household. If you really want to try to fix your existing save, you could use NRaas Register to disable all strays, wild horses, and anything else you can reach. And if other households have pets, you could try removing them from the game. But I don't want to promise this will solve the issue, because often enough it does not.
