game is running but it wont open

Question

so i bought my sims 3 from the steam, downloaded, played it for and hour and i got off. but then when i closed the game it says that it is still running so i opened up the task manager on my computer to see if it was still open, it wasn't. i ended up restarting my computer, opened up steam again and it was still running. tried to uninstall the game, but i cant because the game is still running. i was able to play other games my sims 3 is still running. when i click on the my sims 3 the game says its opening and then doesn't open up the game. so i really need help i tried everything, nothing has worked. i tired contacting steam but they send me here. please help???&nbsp;

@classicalex1234&nbsp; Did you try a third party uninstaller like Revo uninstaller - more powerful then the built in uninstall wizard. Did you try starting Windows in the safe mode and try to uninstall the game starting Windows in safe mode? Doing this should not load the game and allow you to uninstall. Did you try the factory reset for the game - Sims 3 factory reset&nbsp; This should clear any game user data that is causing the game to crash. Did you try a registry cleaner like ccleaner - there is a free version.
