amilst The Sims 3 user interface is designed to be a certain number of pixels tall and wide. So if you're playing at a higher resolution than before, on the same size screen, the UI will take up less space. This is normal and doesn't have a (good) fix other than to reduce the in-game resolution.
Speaking of which, please list the in-game resolution, seen with the other graphics options, and also list your screen's resolution. You can find the latter under Windows Settings > System > Display. If they don't match, try changing the game to match your laptop setting.
