So far, all I have done is bulldozed the Medina and Amigos houses. That alone has stopped about 35-40% of my freezeups. I recommend everyone do at least that, it's just 2 houses.
I haven't done any more tinkering because I have my first game in play and I'm still kind of discovering the world and how gameplay and boats all work, and I left story progression on so plenty of things have changed from the baseline already. Before I start a second play I'll do a massive repair of the world - or try downloading the fixed version I read someone on Mod the Sims has made.
I think I may fiddle with just a couple more lots or houseboats before then just to see if there are noticeable incremental changes.
