How do I pay bills in sims 3 no mail box located?

i just downloaded sims 3 and it's a lot harder to pay bills as there is no option either on the computer nor the phone and no post box any where in the game and other thing where is the options menu at lest in sims 4 there is everything at hand. I need to be able to move the screen only way I can get my screen to move is asking my sim to !go there. Lives in a flat I got lots of money as I use the money cheat motherload glad that works as that one problem solved as she always losing her motives faster than I can keep up, use to have the same problem in sims 4 until I discovered the cheat need.

where is the options menu as I realised I need to move about the screen in the game as I am unable to move the screen as I tried it unmovable unless I use the camara that only makes the screen pan in or out or round and round.

The big problem is no mailbox located so the only way I can solve this is to move house to a small house where there is a mail box to pay the bills as I can't pay them in the flat at all please help as there is no mail box where can I buy a mailbox? Sims 4 was a lot better.
