How do I Propose Going Steady?

Hi! In The Sims 3 Late Night, I can't figure out how to make my sim propose to go steady with another sim. The romantic interest bar seems full but I haven't seen the option come up to propose going steady. Any tips?

That's happened to me before, and I've just done a bunch of romantic actions like kissing or hugging and it usually shows up eventually! Just be persistant.

Yeah, I don't remember it being like this in previous games. My person hasn't had the option to go steady yet either.. and they are basically in a relationship with someone already. They both spend the night and go on dates... but no option to further the relationship.
