@Blackredminty The cache files are regenerated each time you launch the game, that's normal. The point is to make the game recreate them so they don't contain any stale data.
Please try playing in a new user account on your computer. Make it an admin account, and don't sign into Microsoft or any other services you normally use. Download fresh copies of the NRaas mods you've been using, but no others, and no custom content. Play while your computer is offline again. Start a new save, pick a random household, and try to travel.
If that doesn't help, delete the five cache files, then please try playing in a clean boot, again in the new account.
