I have only patched my game a couple of times, via the launcher. Is there a way to get the newest patch by only doing it once?
Yes there is a super patch but I do not have the link to it. I think it's on MTS. I only have the links to the *Cumulative* Manual Updates locked at the top of the Tech Forum. At this point from what I'm seeing I don't think it will help. You are missing critical game data files (i.e. *.ebc) and program files/folders for TS3. The EADM is the original one possible from the disc and is almost pre-TS3. I can see why you are able to read most (.sims3pack) files but I highly doubt you will be able to read any external cc/mods in (.package) form. TBH, I'm not sure how your game is running.
My suggestion if you really want to use 3PCC or Mods would be to completely uninstall the game. You can follow the instructions on page 3 of my guide about backing up your files. I almost want you to post your DxDiag... even though you are on win7, I have no clue if your drivers or anything else is up to date.
If/When you get to the point where you've cleared out all the bad stuff from the registry, done all the maintenance, and ready for a clean install; make sure that's what you are doing. Follow the install, then patch, patch, patch if all you have is the base game.
In your case,
1) Install base game (I assume from the disk), check EADM folder.
2) If old EADM version = A. Uninstall EADM using add/remove program via control panel, B. Clean the registry to remove anything left behind, C. Install the latest version of EA Download Manager from the EA Store. Make sure your version is the latest and the link to the EADM Forum is located here.
3) Then go about manually patching your game. Make sure to check the version in the launcher on the icon (lower left corner) and the version on the skuversion.txt file to make sure they match. Install the patches one by one until you are up to date. The icon version and the skuversion.txt will both change every time you update with a patch.
Sorry I hate to sound like an EA CS Rep but there really isn't much I can do. I actually have someone else helping me look at this to get a second opinion. At this point we are both in agreement. :?
