Yes they are different and do exactly what they say. Defaults are what come with the game and Replacement usually overwrite the defaults. Usually, you can only use one or the other but not both at the same time.
As far as removing, I'm still using the same default skins I always have but that's it. I don't use any of that other stuff. It's best to read/follow the instructions listed by the creator. However, I would assume in most cases if the CC is a (.package) file you can just remove it from the Packages folder.
