You do not open the file you just save it. If you're not getting the option to save it usually has to do with how you have your browser settings. For MSIE, in the menu go to Tools, Internet Options, then click on the Advanced tab. Something you do or don't have checked is preventing the pop-up. Firefox would be pretty much the same in the menu go to Tools, Options, etc...
It is a (.cfg) file which can be read using notepad a true text editor. Meaning that you download the file, then right-click on it, and choose Edit. Same thing for some other file types .

If you can figure out your settings and still having problems, then you can go to this post in my guide and follow the same instructions I gave ccgirl97. It will tell you how the manually create the Resource.cfg file from a (.txt) file.
