I already have it downloaded as you can see in the third image, but I just tried it again. I am using Firefox for this and it is up-to-date. The first image is of the settings for the browser. You can get to the settings by clicking on Tools in the menu and choosing Options.
As you can see in this image, I have it set to show the downloads window. I also have it set to close the window but you can un-check it, you just have to manually close it. I also have my downloads go to the Downloads folder that you Win7 operating system provides by default. I can change this with the browse feature to download to a specific folder (i.e. one setup for Sims3DL). I also have it always ask me where to download because I have other things I download that are not sims related.

So here scroll down to Step 2 and click on the Resource.cfg file from the link and the downloads window pops up. These file types will automatically select Open with Notepad (by default), unless you've changed the program that's assigned to them. I deselect that radio button and change it to Save File, so I can choose where I want to download this file.

Once I've clicked ok, it will usually open up in the location that I last downloaded to but in Windows you use the left navigation or the arrows on the url in the top to choose where you want to download the file. Since you are only saving the file to the Mods folder, there is no file type in the "Save as type" box when you download it.

If you've done it correctly and you have not altered the default settings somehow of your OS, in Windows it will allow you to open the (.cfg) file by right-clicking on the file and choosing edit.
