I don't quite understand what you mean. I'm sorry. My noobishness is exhausting.
What I did, was make a folder called Mods under the Electronic Arts folder, because it wouldn't let me put it under The Sims 3 folder.Then I put the file in that Mods folder. It had the word packages in its name, that file I extracted.
