It is part of the Dashboard Tool and shouldn't be in your Mods folder. It also looks like you have other stuff (.sims3pack) files possibly in your Mods folder. You don't have file extensions turned on so I can't tell. The only thing that needs to be in your Mods folder is the Packages sub-folder and the Resource.cfg file.
