My computer is Windows (64-Bit).

The d3dx9_31.dll file is a hack used when CC/Mods were set up under the old framework under Programs. If you have it, it's located in the Game/Bin folder for each EP/SP you have installed. Sorry but I'm on my phone so can't give you the exact path. If you're setting up the new framework under Documents, that file is no longer needed.
