You don't need another Resource.cfg file in the folder where you download your 3PCC. You only need the Resource.cfg file (the NEW one) in the Mods folder. It tells your operating system/game where to look for the 3PCC you've installed. As far as keeping the original (.rar or zip) file, that's really up to you. Some people delete the originals but I prefer to keep them as I have room. It helps me know where to look for updates (if need be) and I don't like re-downloading if I don't have to.
