If it's not an NRaas thing then it can't be turned off.
When EA notified everyone in
Game Update for 1.12/2.7/3.3 back on May 28, 2010 of the new Mod folder framework being recognized under Documents, they also mentioned when Mods are placed in the official Mod folder, a notification will appear to remind players that Mods are installed. (the part circled in pink)
I'm not aware of anyone that has created another mod that will stop that notification. But I also haven't felt the need to look for one either as I'm not bothered by it. :wink:
