And my second question is do I put the mods into the package folder?
A1.) I would assume you have Windows 7 as it came with Microsoft .NET Framework v4.0. As long as you have .NET Frameworks 2.0 or above it will work.
A2.) You then extract (.package) files, whether CC or Mods into the Packages folder.
EDIT: Clarification
FYI - The only people that have to worry about their version of Microsoft .NET Frameworks either being installed or having version 2.0 or greater, are users' that are running Windows XP. Some earlier versions did not come with MS .NET Framework, so they have to download it from Microsoft.
