@MiaMiller777 As far as I know, the only way to get sims into a .world file, or a .Sims3Pack you can upload to the Exchange, is to use Edit in Game. So the easiest path here would be to figure out a way to make EIG work.
If that's not possible, your only other option to offer a populated world is to create a save game and edit it however you like, then upload that save for people to download. You couldn't upload it to the Exchange since it only supports .Sims3Packs, but you could use SimFileShare or another free site and post the link elsewhere. I believe you could even put a link in the description of an Exchange upload, for example if you wanted to upload the unpopulated world and then let people know there was a populated version too.
When you upload a world to the Exchange, the custom content you've used is packed with it provided you haven't cleaned out the contents of DCBackup. (If you have deleted those files, cc normally wouldn't stick, but some cc items seem to manage to show up anyway.) If you're providing a save, the cc isn't included, so you'd need to provide separate links.
In general, it's considered more polite, and it's much appreciated by many players, to NOT include custom content in any uploads. If people want to use cc, they know where to find it. But there's so much bad cc out there, it's difficult to trust any third-party download no matter how careful the creator appears to be. I personally clean everything I download, which isn't much, so I don't get anyone else's cc regardless, and many others are like me or just don't use anything unless it comes cc-free.
