Could you please post your DxDiag? To post the DxdDag select the 'Choose File' button below the post box and attach your DxDiag text file.
Also do you use any mods or custom content?

@biakd Where did you get your computer? It looks like a computer you would get when you go to a college. The main problem is your video system does not meet minimum requirements. A video system with 128Mb of dedicated memory is required and yours has 64Mb. I tried to find a support site to see if there are newer drivers but I could not find one. I'm guessing you updated that computer to Windows 10.
add: The windows 10 32 bit is hurting performance - the cpu (although weak) is capable of running a 64 bit operating system.

@roberta591 The Sims 3 worked on this computer before. Anyway, I tried to use a newer computer as well and it didn't work. Both of them were updated to Windows 10.

@biakd You need to get Windows 10 to do all the updates when you update to Windows 10. There are many things you have to do when you get a new system. Did you enable .net framework 3.5 in system features? Are the TS3 games patched to the latest version? Is Origin installed on both computers? Does Origin run?
