i really need help my sims 3 is so laggy

i really need help my sims 3 is so laggy i tried everything the nivida panel updating my graphics turned down graphics tried the smooth pack i dont know what to do because i want to play so bad i have a couple of packs and cc but i have a gtx 1660 i been watching so many youtube video on how to fix this i messed with everything i dont understand someone had the same graphics card as me and there was smoth when i turn my camera it stutters so bad i even tried playing without internet i limit my fps to 58, 60 it drops so bad when i move to like 7 i literally tried evrything i dont know what to do.
