If I sell my game will the person be able to use it?

Hi all,

So recently I bought the sims 3 expansion pack "World Adventures" and didn't enjoy it as much as I thought I would. I can't return the game to the store as I have already registered it and recieved the 1000 simpoints. I was wondering If I were to sell the game or pass it on to a friend, would they be able to install and use it on their computer even though I had it on mine??
