In a nutshell: The moment my sim creates her first sentient chip, her husband plumbot loses the ability to 'be frisky.' This is without her even installing it into him. Given that so many people seem to think that sims and plumbots can't woohoo (I notice, for instance, that Carl's guide says it's not possible), I'd guess I'm not the only one. Though also given that, I'm not sure if the bug is the creation of the sentient chip, or the fact that they can woohoo with the 'be frisky' chip to begin with. I hope that's not the case.. she's married to the bucket of bolts, after all. :)
**Note: I did not save the game when the function disappeared. I reloaded it, it was fine, then saved after doing a few other things. The 'be frisky' function was still there when I saved it.. as was the "My Love" moodlet. When I reloaded the game, both were gone.
Edit: After a few more hours of play, I've noticed the 'my love' moodlet has not returned, even though they are married, their relationship is at 100%, and they interact often. It occurs to me that it's possible that the disappearance of this, as well as the disappearance of the 'be frisky' option might have coincided with their newlywed moodlet wearing off, the timing was about right, and it was gone at the time that I noticed this. This is just a guess.
Edit 2: To add to my last post, I had my sim and her bot breakup and then remarry. Once they were remarried and the newlywed icon was there, the "be frisky" option reappeared. I will be watching the moodlet and see if the option disappears again once it wears off. The "my love" moodlet is back again as well.

5. Did you transfer an existing Sim over or are they new/Pre-Made ? New
6. What town are you currently playing ? EA or Custom ? Lunar Lakes
7. What is your Operating System (Mac, XP, Vista, Win 7) ? Win 7
8. Do you have the download or DVD Version of the game ? download
9. Are you reporting for the Future-World, Uni-World, Home-World or WA-World ? Home world.
