@isaetoilerina Sorry for the late reply. I meant to post here but just forgot over the weekend.
Anyway, I tested out your settings and saw basically the same thing you did. Enabling Advanced Rendering makes the lots' snow coverings much more nuanced though. Here's a screenshot, with the middle lot the only actively rendered one:
Other than Advanced Rendering and one setting that can't be changed within the options menu, I was using the same settings as you do.

@kparko This happens when Advanced Rendering is disabled. Unfortunately, there are also side effects of having the setting enabled, namely that when the snow depth is greater than zero, roads will show through the walls of the house on an actively rendered lot. Which is worse depends on personal preference.
When changing the Advanced Rendering setting, do so at the Main Menu and quit to desktop before loading a save. Otherwise, you may see some strange graphics glitches.
