DivinylsFan I used to see this on my old (very old) computer, when it was struggling to keep up with the demands of the game, really only when I loaded a new save. It's something of a loading artifact, either because the system is overwhelmed or the game engine is, which can happen sometimes when you've just completed a travel transition and perhaps in particular when you're loading a world for the first time, at least in that particular save.
This can also be because of, or exacerbated by, incompatible mods, so double-check yours if you have some that aren't from NRaas. And of course if you have a disc install that isn't up-to-date, current mods would often be incompatible.
Aside from that, I wouldn't worry about it, especially if you don't see other signs of corruption. Keep backups like you always would and proceed as normal.
