I have this problem too, people are saying it's to do with vampires learning skills quickly but my game crashed while installing store content, and after that my male sim in a house of 4 sims (3 sims and one cat) couldn't increase any skills, and he seems to glitch when he is holding his toddler, he keeps clapping as if he is an excitable sim (which he's not) and the toddler is staying in the sitting position, but the male sim's arms are going through him (I don't know if has anything to do with the skill gltich). This is really annoying, and I have to use nraas master controller to add the skills when I think he's improved it, but it's really irritating and I think lots of people are having this problem.
They have also been to university twice, if that makes any difference.
I really hope someone can help, I know its been affecting lots of people's gameplay!
