@Leliel2000 Please try uninstalling and reinstalling .NET Framework 3.5, which Sims 3 uses. Hit Windows key-R and enter "appwiz.cpl" without quotes, and in the window that appears, click "Turn Windows features on or off." .NET 3.5 should be at the top of the list; click the filled-in box next to its name to uninstall. Restart your computer and repeat the process, except this time, click the now-empty box to reinstall, then restart your computer again.
So I unistalled .NET Framework 3.5 and I restarted my compute, but when I tried to reinstalle it, it gives me the error code 0x80246008 and that it couldn't be completed. It also askes me to restart my computer which I have done and then tried again but that didn't work. I don't know what to do anymore

@Leliel2000 It's possible that a third-party antivirus could cause this issue, so if you have one, try disabling it while you reinstall .NET 3.5. As long as you don't open anything else while the antivirus is disabled, your computer should be safe.
If this doesn't help, or you don't use a third-party program, let me know.

I don't have any third-party antivirus that would stop it

@Leliel2000 Please open Windows Settings, then select System > Troubleshoot > Other Troubleshooters. Click "Most frequent," then choose Windows Update > Run. Let me know if you get any errors; otherwise, restart your computer and try to reinstall .NET 3.5 again.

You don't need a USB stick or DVD; you can just create an ISO, as described in the link in that guide. This process preserves your personal data, but if you get to step 14 and are NOT asked what files you want to keep, back out and start over.
