When I clicked on "My Page", and looked at the "My Worlds" category, Riverview, Lucky Palms, Hidden Springs, Aurora Skies, and Sunlit Tides (which I know for sure I've bought) icons are all lit up, but the Monte Vista icon is not lit up.
@poppingmythik That meanst Monte Vista isn't properly registered to your account. Did you in fact buy the world? If not, as said before, you can buy it through Origin or the EA App and register the product code on the store site. It doesn't matter that you're using a Steam install; as long as your Steam CD Key and Monte Vista are registered to the same account, the world will work.
If you've already bought the pack, just go to the store site and register the code you received along with the email receipt.

OK, so I've downloaded it on Origin for the EA Windows app, but how do I download it from there? Because it says I've bought it, but I just downloaded the EA app, and when went to look for it, it's not in my collections.

@poppingmythik Again, you need to also register Monte Vista on the Sims 3 Store site I linked earlier. When you purchased the world, you should have received a confirmation email that also included a 16-character product code. For example:
I blocked out the code itself, but you can see where it appeared. Login to the Store site with the same email address and password that you use for your Origin account (the one where you registered your Steam copy of Sims 3), scroll down to the bottom of the page, click Redeem a Code, and enter this code. Then Monte Vista should appear in your purchase history, and you should also see a Download button on MV's product page.
