I think you're probably right about the nomenclature on this patch. I was just winging it. During my initial troubleshooting of this problem I installed this patch and it resulted in nothing but badness (got the dreaded Cannot Verify You are using a Legit DVD error, over, and over, and over again).
There is one World Adventures fix I'd love to get though from the recent patch: "Objects placed in a Sim’s Family Inventory will no longer disappear when returning from a Vacation world." I made some last-minute purchases before leaving Sim Shimla and sadly they were not in my inventory when I got home (along with about 6,000 simoleons I had from cashing in Mercury :(( ).
The 1.24.3 is not at all a trivial patch (which is why I don't get the .3 part). Mods which I have been using for a very long time, like NRaas Controller and Story Progression, receive dire warnings on startup that they are no longer compatible.
All that having been said, I have stepped back to my saved version (1.24.2, I think) and it's working, for the most part, just fine under Snow Leopard.
