Outerwear not working

Alright it is winter time in my sims & they won't change to their outerwear. I tried clicking on change to outerwear but nothing happens. How do I fix this? Been acting this way since the new patch...

Are you using any mods in your game ? Have you tried a new game to see if you have the same issue (just for troubleshooting purposes) ?

I have made 2 new games all the same, outerwear doesn't work. Outwear wasn't working before any mods were put in. But I had the mods out for a week still the outerwear didn't work.
