What is your base game version right now ?
Open the launcher and check the number in the lower left corner.

i activated the .net framework but the problem remains..
my version is 1.42.130.019037 if i update it to 1.67 then the launcher does not open either...i've tried to run ts3.exe from C:\Program Files\Origin Games\The Sims 3\Game\Bin but still nothing..

Try resttetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-3/FAQ-Troubleshooting-Steps/td-p/714/
You won't loose anything. Just make sure to not delete any files and make a backup.

i tried to do it but i have no options.ini file in my sims3 backup folder...i'm really confused...
