Previously activated game says it needs to be activated

Activation and registration are two different things. You can only register the game once and that code is tied to the account used to register (or buy from Origin) the game. Activation occurs the first time you play the digital download version of the game. The game uses SecuROM for drm and the game needs to communicate with a server to activate the game.
