@AlexTheHuskarl  If you can download Riverview, you should be able to download Exchange items as well.   Did you try both the Add to Game and Save File buttons on the Exchange?  Sometimes one is fussy but the other works fine.

If that doesn't help, try contacting EA customer support and asking that a second copy of Sims 3 be added to your account.  You'll need to provide proof of ownership, but that should be simple enough: screenshots of the game in your Steam library and your Steam and EA accounts showing as connected.  Make it clear that this is so you can download Exchange items, which are a standard feature of the game you paid for that you can't use.

For Create a World, make sure you're accepting the terms and conditions.  If that's not the issue, and support won't help you (or the "fix" doesn't allow you to download CAW), you can use the appropriate direct download link for your current type of install:

EA App:  https://www.thesims3.com/content/global/downloads/caw/ts3caw.exe

Keep in mind that the EA App broke Edit in Game, and it hasn't been fixed yet.  The Steam version of Sims 3 requires a registry edit to use CAW, but all its features work fine once it's up and running:
