If you're not able to purchase these packs from the EA app, it sounds like these packs need to be fully removed from your account. This can be done even if you no longer have access to the account from the retailer that you bought these codes from originally.
If the live support team wasn't seeing the base game on your account, we'll want to have them check again, it's possible they missed that entitlement and didn't see it while they were looking things over. Without the base game, as @puzzlezaddict mentioned, you would not be able to access or play The Sims 3 at all. If you purchased the base game directly through the EA app/Origin, you should see that in your Order History on your account.
Please reach back out to the live support team here so they can look this over again with you and remove those expansions from your account- I'd also recommend that you attach this conversation when you contact in so the live support team has something to reference when you speak with them.
