- I did restart my PC after applying the changes; the download still did not work. I have not checked to see if the file/program reverted; I won't be able to do that for another 7 hours.
And no; I disabled my antivirus because it was throttling the downloads through Origin and haven't re-enabled it yet. I have no extensions applied to Microsoft Edge. I have ublock on Chrome. @roberta591 I just got home and checked. Yes, the launcher is still set as default.

@roberta591It's not an installation problem at all; it's a download problem. I can't download the store content because windows 10 isn't recognizing the Sims3 launcher as the app it needs to use.
Nevermind. It's not a resolution, but it's a solution. Somebody in the other thread mentioned the "Downloads Dashboard" in-game. It'll take a while, but I'll just download and install through there.
