@jsrtig In case it helps, there's a current issue with new Sims 3 installs, solved by manually installing DirectX 9:

Edit: Since this thread is quite old, I'll lock it here. If you're having issues opening Sims 3 in Windows 10 and manually installing DirectX 9, as described in the above link, doesn't help, please create a new thread in this section.
