I'm jumping in here to say that I'm actually having the exact same issue! The base game loaded just fine but I can't get my expansion packs on my new computer. When I type in the code for the game, it says the code was already redeemed.... by me. But it's not there. I have contacted EA and they aren't being any help. Please tell me.... how did you fix it??

If your content is missing from your EA account, it sounds like you may be logging into a different EA account than the one you had originally redeemed your codes to. You'd need to locate the original EA account that your codes were redeemed to, and login with those account details to access and play your DLC again.
If you need further help locating that original EA account, this is something the live support team will need to look into with you- here on AHQ, we wouldn't have access to your specific account details. Please reach out to live support from the help site here and provide your older game codes to the team there so they can search your codes and locate which account your content is tied with.
