So my sims were in a robbery, and the alarm went off and a police man came. My guy had a fight with the burglar and the burglar ran away, but the policeman stayed, as did the alarm: it kept going off...

Well, if you deleted everything, I don't know if there's much you can do. Resetting the police man probably would have helped but since he no longer exists, I don't know if that's an option.
Does it allow you to save the game under a new name ?
