Screen tearing WILL NOT STOP.

officekittens  What "radeon pro" product did you use?  This is a class of graphics cards made by AMD, mostly in workstations but also in some older high-end Intel Macs.  If you tried to use Radeon software with an Intel graphics chip, I'm not surprised you ran into trouble.

If you haven't already, I'd try RivaTuner Statistics Server, which is a free and lightweight app that works irrespective of the GPU you use.  More details are in this guide:

Since anchors aren't currently working on this site, use ctrl-F to search for rivatuner and jump to the relevant section.  Try setting the framerate limit to 60, then 59 if you still get screen tearing.

If that doesn't help either, please provide a dxdiag.  Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop.  From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.

Rivatuner made the screen tearing worse, my screen size is set to 1920 x 1080 but even after turning the screen size back to its original its just 10x worse quality and screen tearing. 

officekittens  Again, what Radeon Pro software did you try, and is it fully gone now?

Please try playing the game in fullscreen and windowed modes, with nothing running that would limit framerates or otherwise affect how the game works, and let me know how bad the screen tearing is, now, in each mode.  If you still see any tearing at all, please try again but in a clean boot:

The one service to leave enabled is the EABackgroundService, which the EA App needs in order to run.  Disable the rest as described.

When you reboot your computer, go through the Task Manager's background processes list shutting down any service that doesn't absolutely need to be running, for example anything from MSI Afterburner to RGB software might still be enabled.  If you accidentally kill a critical process and it doesn't restart on its own, just reboot your computer again.

Don't open anything other than Sims 3 and the EA App while testing, not even a browser window.

There are other approaches you can try here, but before recommending you add any other software, I'd like to know what the problem is like in the simplest of environments, i.e. the clean boot.

I have no idea what radeon product i used, it was just the first option i saw when i opened the website. i did a clean boot and it still screen tears, its 40 small little lines mismatching the screen every time i move my screen

officekittens  Try installing the newest graphics driver Intel offers for your processor and graphics chip:

Run the installer as an admin: right-click the driver and select "Run as administrator."  Restart your computer after installing and before trying to play.

If you get an error when trying to install this driver, that's just HP software blocking the installation of any driver not provided directly by HP.  There's a way around it:

it works a bit but there are still tears. it did help a bit though

v sync forcer works! it just makes the game a bit more laggy, any way to stop that?

officekittens  What do you mean by laggy?  There are different definitions of lag and different fixes for them, so please describe what you're seeing.

 just overall lagging, like the frames are lagging sometimes stuttering
