officekittens What "radeon pro" product did you use? This is a class of graphics cards made by AMD, mostly in workstations but also in some older high-end Intel Macs. If you tried to use Radeon software with an Intel graphics chip, I'm not surprised you ran into trouble.
If you haven't already, I'd try RivaTuner Statistics Server, which is a free and lightweight app that works irrespective of the GPU you use. More details are in this guide:

Since anchors aren't currently working on this site, use ctrl-F to search for rivatuner and jump to the relevant section. Try setting the framerate limit to 60, then 59 if you still get screen tearing.
If that doesn't help either, please provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
