Sim Sliders will NOT show up in game, have done everything right, please help!

I really really need help. I installed sims 3 yesterday. Then wanted sliders. So I do everything you're supposed to do: made the mods folder, the package folder, downloaded resource.cfg, and unzipped...

I don't really know how to solve this problem.I don't use sliders.    But some mods become available after I put d3dx9_31.dll into  Electronic Art/The sims 3/Game/Bin
